The meeting of the District Commissioners is to conduct the business of the district. A public audience is welcomed.  Public discussion on agenda topics will begin after initial discussion by the commissioners. Discussion will be limited to civil discourse as observed by the commission.

 –  Old Business:

  1. Road Report, SS, The culvert project at the end of Foothill drive was completed last month, the only thing remaining is several adjustments to the ditch above. Amount due, $2,302.31.  Fire department spent several hours flushing out the culvert at Hideaway and Alder.  Mike was on-scene and felt that the condition of the culvert might require that it be replaced next year.  Move to approve Mr Smith’s invoice of $2302.31 for culvert installation. 
  2. In progress topics to report on: sign installation: MG will not be doing the work agreed on in the December meeting, as it would be in violation of ORS 244.040(1). 
  3. MG, Report on contacting Matt Goheen for district records.
  4. MG, Report on the Evergreen Rd. road block adjustment.

–  New Business

  1. Chip seal project: SS, We are beginning to discuss the strategy for the paving sequence and resident escape parking for the 24 hour durations of drying time MG, see map for possible solution to the daily jobs.

  1. Move to approve new insurance agent, Jerry Grady at Bisnet. Move to approve annual liability insurance, $1380.
  2. Discuss the district’s authority to regulate private signs posted in district’s property. Business signs are not allowed on the ODOT right of way – Not allowed to be posted on PUD poles – Not allowed to be posted on public right of ways.
  3. SS, Jimmy has recommended the following maintenance work on all dirt roads:  The Maintenance blading includes: removing potholes, mixing the material(Rock) to a uniform consistency, and laying it back out to provide a smooth driving surface with proper water drainage.  Roller Compaction includes: Rolling of all graded surfaces a minimum of 2 passes to provide a uniform smooth surface to reduce wear and water intrusion of the road surface. I feel the estimate I provided is a not to exceed figure unless discussed between us before any work in excess . Bid amount $4800.00 Motions? Approve bid for continued maintenance work pending discussion of finances.
  4. SS, Is casual labor a viable solution for the district? We can use casual labor if we have them sign a waiver taking responsibility for any damage they cause.  I also found a AA+ rated insurance co that can insure by the hour, adding a couple of bucks an hour to their charge, so it could be an either or requirement.

– Policy reading #2:

In an effort to provide a district policy pertaining to residential driveway culverts the following points are being edited:

  1. Culverts installed by residents for their driveways will be maintained in equal parts by the homeowner and the district.
  2. Residents on the drainage side of roads are obligated to install an appropriately sized culvert, eight inches or larger in diameter, at the owner’s expense.
  3. The district will periodically arrange to blow out debri from culverts that are needing this maintenance.

Welcome: Meeting call to order, Commissioner introduction and attendance: Michael Guerriero(MG) , Justen Palmer(JP), Sharre Smith(SS), Bill and LeslieGlasmire, Jon Overlin, Piper and Bill, Karen.

Motion to approve Meeting Minutes:

December 6, 2021 regular meeting (see attached) JP moved to approved SS seconds, Motion carries.

  Financial Report: December transactions and balance, $41921.90 and includes a check for $300 to Camo Construction. 

 –  Old Business:

  1. Motion to approve payment to Camo Construction for monthly maintenance: There was no bill from Camo submitted.
  2. SS Monthly road maintenance report; 

-After a six-week absence, our landscaper has quit.  I am currently looking for a replacement and checking with our insurance company about the possibility of hiring casual labor for the work , two near ago spoke to the underwriter, better bang for buck by hiring an employee, defined as someone not covered by bond or license, some require a 1099, SS would like to ask Tom Arden to do the work, already in the district, could be ideal.  Trustworthy and responsible.  OSl can do anything that we need.  Thought that if we could put him on a policy, he could do the work of minor maintenance, trimmer, shovel.  Leslie added that Tom already has a full time job. SS would like to see if he is interested. 

I moved to hire a casual laborer to do the district maintenance within the confines of Oregon state law and liability and within the range of $2000 annually. SS seconds, JP second

– I am checking to see if there is some way to roto-root the rocks that the fire truck can’t budge in the Hideaway culvert .  looking for a contractor to do that. Piper, that water is so slow that it is washing out the drive on their property. 

– I spoke with Jimmy Smith about the proposed culvert on Hemlock and evidently, he is having trouble with the cable company not showing up to do locates and that stops the whole process, also, one of his crew came down with Covid so now it’s the cable guy and weather that’s holding up the project. SS called the cable company to no avail.  

  1. In progress topics to report on: sign installation, tree limb trimming and ditches. MG reported that he has not started the sign project.
  2. Report on contacting Matt Goheen for district records. MG has hand delivered a letter to Mr. Goheen with the request for district documents.

–  New Business

  1. Discuss the concerns of neighboring residents regarding the end of Evergreen Road and private property.  The log blocking the use of Evergreen was partially removed by the district in 2017 to accommodate the easement users on the private road that is in the district.   Piper and Bill are concerned with the log as it does not have an effect on the traffic, larger trucks are wearing on the road in front of his house, also that there is going to be a lot more traffic this summer with construction.  Can the log be removed? Also there are delivery trucks using it.  Jon said that if the issue is the north-south road, he is willing to change that so no one uses it. SS added that the north side residents’ addresses are for either Eastline or Evergreen, and that there are no easements for the district.  Jon is willing to discuss rectifying the damage. He would also take care of the moving the barricade logs, MG offered to help.  (see documents at the following link)

  1. Private road sign replacement request. Jon, traffic turnarounds, He thought that a copy of the sign be installed or moved.  Piper stated that they do not have a problem with the neighbors that walk by or the limited traffic.   be installed

Years ago, actings an assistant to a USFS engineer, I took part in the monitoring of all dirt roads within the district, and during those years, I traveled thousands of miles on every kind of dirt road you can imagine. checking for erosion, blocked ditches, culverts, creeks, berms, the impact of travel, slopes, and runoff. Up to the snow-line and back. Along roads that followed rivers dotted with giant tailing piles and deserted dredges leftover from mining along with the miles and miles of ditches used to move water to feed the giant cannons used in hydraulic mining. Into and out of wilderness areas, we followed one-track’s that led to established hunting camps and roads that were built for patented mining claims without the availability of a blade to cut the grade in the mountain. Access roads for tracts of timber going up for bid and the temporary roads inside a logging show. Skid roads to landings, to haul roads to get the logs back to the access road. Dust abatement, water, oil, and plant-based had to be considered. Haul roads often down-sloped and dicey, enough to make an experienced city driver get out of the truck and walk off the job. I’ve been down roads that looked more like a goat track, high above the creek bed, with the distance between the outside tire and air measured in inches. Enough to have me scribbling my last wishes on my lunch bag while keeping an eye on the upper bank for something to grab onto if the truck went over the edge. For those years, we covered every road within an area probably the size of Lincoln county. In my off time, I sometimes played at mining gold, In smaller waterways, using shooter damns, and dredging in the larger creeks. You could say that I have more than a passing acquaintance with dirt and water. I guess you could say it was my love of dirt and water, ad the challenges they present, that drew me to this position. I look forward to getting things done.
