Starr Creek Special Road District

The meeting of the District Commissioners is to conduct the business of the district. A public audience is welcomed. Public discussion on agenda topics will begin after initial discussion by the commissioners. Discussion will be limited to civil discourse as observed by the commission.

Financial Report: December transactions and balance
– Old Business:
- Motion to approve payment to Camo Construction for monthly maintenance
- SS Monthly road maintenance report;
-After a six-week absence, our landscaper has quit. I am currently looking for a replacement and checking with our insurance company about the possibility of hiring casual labor for the work
– I am checking to see if there is some way to roto-root the rocks that the fire truck can’t budge in the Hideaway culvert
– I spoke with Jimmy Smith about the proposed culvert on Hemlock and evidently, he is having trouble with the cable company not showing up to do locates and that stops the whole process, also, one of his crew came down with Covid so now it’s the cable guy and weather that’s holding up the project.
- In progress topics to report on: sign installation, tree limb trimming and ditches.
- Report on contacting Matt Goheen for district records.
– New Business
- Discuss the concerns of neighboring residents regarding the end of Evergreen Road and private property. The log blocking the use of Evergreen was partially removed by the district in 2017 to accommodate the easement users on the private road that is in the district. – Policy reading #1:
In an effort to provide a district policy pertaining to residential driveway culverts the following points were discussed at the December meeting:
- Culverts installed by residents for their driveways will be maintained in equal parts by the homeowner and the district.
- When the district sets up to blow out debri from culverts, it will be arranged for all of the district culverts that are needing this maintenance.
- Residents on the drainage side of roads are obligated to install an appropriately sized culvert, at their own expense.

Commissioner introduction and attendance; Sharre Smith, Justen Palmer, Michael Guerriero, with residents; Leslie and Bob
Approval of Meeting Minutes:
November 1, 2021 regular meeting SS Moved to approve, JP seconds and motion carried.
Financial Report: November transactions and balance:
$21751.47 account balance, paid $195 to CAMO construction, $17.18 utilities and account interest of .28.
– Old Business:
- MG Moved to approve payment to Camo Construction for monthly maintenance, JP seconds, motion carried.
- SS Monthly road maintenance report; sign installation, tree limb trimming and ditches. Culvert maintenance and Yachats Fire Department arrangement.
SS Moved to hire MG to install 3 signs, yield at foothills and SCSC one stop sign at Hideaway and Star Creek. AT $500. JP Second, discussion. Kinion may have signs to sell. Motion carried.
Manager of SWLCWSD, he said that with a map of the culverts, he could use water to blow out the culverts that are near the fire hydrants.
The fire department could do the rest.
SS will be flagging for additional brush work.
- SS Report on contacting the attorney RE: public records
SS comments on the letter. There was discussion about our obligations and the attorney’s concerns if we accept incomplete records. MG volunteered to request, in a letter, the records from Matt Goheen.
About the site and blog, we discussed the efficacy of the entries and MG objectioned to the content. MG made a motion to pay the attorney the $220 for the consultation.JP, seconds, motion carried

Leslie asked about the culvert on Hemlock with concerns about the amount of water that enters her driveway, SS added her observations. MG offered his observations. Will be going ahead with the project as soon as possible.
